I came across a new 2014 civic hybrid. What would be a good price?

It's a base model and has less than 100 miles. Their first offer by email was
19998. Do you think 17500 would be a realistic target price? What should I
ask them to replace, tires, etc? I don't know anything about hybrid
maintenance, so what should I be concerned about since it has been sitting
for up to 2 years? I wasn't originally looking for a hybrid, but this seemed
like it could end up being a really good deal.

I would pass personally and look for a Toyota Prius. They're better cars and offer a "full " hybrid, the Honda Civic is a part time hybrid and only offers a little assistance. Notice that they call their car an "integrated motor assist ".
The performance and responsiveness of the Toyota is much better especially acceleration, not so much in cornering, but, these cars are not sharp handling cars. Also, the Prius really gets the mileage they advertise, not the Honda. It's all based upon condition, so, you'd have to see the car and determine if it's a good price and liked the Honda. I'm just saying, I've test driven the Honda and actually purchased the Prius.
One more thing, the Prius has the hatchback and when you fold down the seats you can get a lot of gear in this car. I don't think there's that much space in the Honda.
forget the hybrid- you are ready to spend a good chunk of change so just go with a more conventional car- also, the dealer would just love to get rid of that car that has been sitting on their lot- they will hold a champagne party to celebrate after you drive off in a 2-year old car for 20 grand-
All depends on the price, so, this is a New Car Dealership? They would have to offer you the full warranty and everything. But, I agree with the last post, get a conventional car, unless you need 40 mpg.plus
