What is the proper coolant temp while running?

My wife's Altima has sub-par heat.  She took it in, got reading of 123 at idle and 150 at 2500 rpm.  Seing that this car has 2 thermostats, 1 at 180 and 1 at 203, I would expect the coolant temp to be in 190-200 range.  Which thermostat is the culprit or should I change both?

Thanks, thats what my thoughts were. I'm not crazy right, the coolant temp should be somewhere near the thermostat rating or slightly higher. I guess Nissan states that "normal operation" is the needle being anywhere in the good range so the Tech at the dealership said no action was required. Any videos or procedure on this? If it's anything like the slightly older Altimas its a real pain in the ass.
