Are salespeople required by law to inform us if the usd car we want to buy has an Open Recall?

The recall was issued in oct of 2015 and still there are no parts to fix it--
Occupant Restraint Controller is the problem

Not that I know of. If the car has a safety recall a Dodge dealer will fix it for free at least once a solution is available.
