P071 cars have always been abused check the accelerator pedal make sure nothing is loose or bent. Scan the vehicle for codes too local auto stores don't charge usually charge a fee. throttlr body could be dirty those cars idled for hours and hours none stop.

Yeah, if I gathered correctly, the car can only be filled with gas very slow or it will spit back up the tube and on the ground? I agree with Tom, canister vent is blocked or vent valve is stuck shut.
