one headlight stays on bright when car is turned off all switches off no key in
ignition on my 2007 crown vic p 71, when running  one light is on bright other
is on dim when i turn to brights  they will go to dim.. on dim one is bright
other is dim..

Please clarify your question, and if any work has been done to the lighting or electrical prior to this happening.

no work done.. weather got rainy.. went to start car.. the drivers side headlight came on . no switches on..it stayed on.. even when key is OUT of car..had to disconnect the lights so car would not drain battery.. and when on and running, lights only work on high but lights are dim not high on high beam dimmer only the drivers side is on and dim . when car is shut off light goes to a high but only the drivers side and stays on

with motor off key out no switches one, the drivers side head light is on at high beam.. when lightrs are turnes on only the one works until you switch to high beams.. then both work but the are dim not high.. when on dim just the driverside is on but on high beam
