My 99 Ford Crown Vic P71 keeps overheating

My 99 Crown Victoria police interceptor keeps overheating
after driving 6 miles (keep in mind I do live in the desert). I
replaced the thermostat 3 times (the last one I tested
before installing), it has a new intake manifold, and
replaced the radiator fan (which is not spinning and I think
may be the cause) There are no leaks as far as I can tell
including the hoses, and there is not any antifreeze in the
oil. I'm getting pissed at this car and I want to know what it
is so I can drive my car again

Try bleeding air from system like air. Remove cap from overflow tank fill with antifreeze to full mark start vehicle and let idle you will notice level in tank start to rise this is normal once thermostat starts to open level in tank will drop add more antifreeze to full mark then put cap back on.
