Could it be the starter?

I have a 1999 Crown Vic Police Car. I drove it home
from work shut it off  came back 20 mins later it
wouldn't start. Lights came on on dash and above
but would not try and turn the motor over.

do you hear a clicking sound under the car? this would be your starter solenoid trying to engage. if it's not clicking check your battery cables for corrosion or a tight fit. Also check your grounds from the battery to the starter. A bad ground can make weird things happen man. If all else fails you may need to have the charging system and battery checked at your favorite parts house. Most of them will do it for free. Hope this helps.
