2000 dodge dakota battery meter going up to 18v

i got 2000 dodge dakota 3.9 and its not starting unless i
boost it then my battery meter starts going up to 18v and
turned it off and wont start again and do the same step
again... which do u think is the problem? will the
watepump need to be changed?
