Do I need to back the truck onto the dolly and tie the steering wheel?

Yes...U-haul has them...the front wheels are encapsulated by chains~ steering lock will keep it from turning~ the front wheel only auto hauler, they are for rent....even give you a box hitch if you haven't got one~

I would strongly recommend NOT towing the Dodge Dakota the way you planned..it's NOT good for the transmission or the tires...Instead, ante up a little cash and do it the safe way and keep all 4 wheels elevated and off the ground with a tow dolly, like the one pictured here that U-Haul rents: http://www.uhaul.com/Reservations/EquipmentDetail.aspx?model=AT
