Power steering overflows when turn off car

 power steering fluid comes out the top of the
reservoir(bubbles and foams and overflows , when engine
is turned off, I replaced the pump and reservoir, but While I
run the engine the fluid gets pumped into the rack where
any movement tries to turn it to foam, and makes winding
noises idk what else to do to fix it

Sounds like there's air in the system. I also hope you're using power steering fluid and not transmission fluid! They're not the same!! To bleed the air out of the system leave the cap off the power steering fluid reservoir and start the engine. Slowly turn the steering wheel in both directions stop to stop until the bubbles disappear. Add fluid as needed. Hope that helps! Jim
