2000 corvette headlights

When i start the car the headlights pop up with the switch off.  And will not go
down until you turn the car off by repetally turning the switch on and off

Get an electrical meter and test the switch and headlight circuit. Most electrical devices on a car are switched on the negative, so a wayward ground or short can form a closed loop for that circuit. Only way to really know is start probing with a meter.
