My 1988 ford ranger is dumping in
way to much fuel to the intake and is
hydro locking any ideas where to
start?

Check the fuel injectors,

High failure of the fuel pressure regulator, pull off the vacuum hose on the top and just turn on the ignition, fuel should squirt out of the top of the regulator. After you change it out you should also change the oil and filter and then start it up and let the engine clear out the excess fuel that has found its way into the exhaust system, so it may smoke for a while depending on the amount that has went through.
