Something clicking under dash. Voltage gage jumping every time it clicks

Need more info - are you doing anything to make it click, like pressing the brake pedal, or turning the wheel? Or Is it a metronome like click, or is it random?
Click one after the other check engine like blinks voltage gage only shows about 8or9. Sounds like a blinker. When you turn the switch on to start it.
First get the alternator checked, it should be putting out a lot more than 8 or 9, more like 14. If it clicks when you press brake, it may be a shift interlock solenoid. If it clicks like a clock at a steady beat, it may be the GEM (generic electronic module). But it doesn't sound like either of those. You do have several relays near under dash by AC controls/radio, and relays can click/chatter in an undervoltage situation, which is what it sounds like you have. Get it up to any auto parts place and have them check the charging system for free, maybe you just have a bad alternator.

Try turning off thing on dash, radio, a/c, lights, ect before cranking, see if it stops, if so turn on one at a time to see if it starts back up.
