1984 302 fuel pump not pumping all the time?

I have a 84 F150 with a 302 with an 4 bbl Edlebrock carb.  The mechanical fuel pump seems to be working just intermittently.  I have ruled out fuel tank problems, fuel line problems, tank switch valve problems, etc.  I have put a hose from a can of gas to the intake on the pump.  I even replaced the line from the pump to the carb.  I have a clear fuel filter just before the carb.  The engine starts and runs fine, and the pump seems to be pumping fine.  The filter never gets clear full but I'm told that is normal.  But then the filter slowly empties and the gas is no longer coming into the filter.  It drains completely and the engine dies. Sometimes the filter will be just about empty and then the pump starts pumping again and the filter almost fills.  Within 15 to 20 minutes though the pump quits and the engine dies.  I have bypassed all the possible problem areas.  What gives??
