I have a 83 caprice when my head lights are on the right signal jus sticks on and not flash

Either a bad connection with the bulb or ground wire, or the bulb needs to be replaced.

Definitely sounds like a bad bulb. Make sure you have the correct bulb number in there. Sometimes people will buy the wrong bulb and force it in the socket. This can cause it to work correctly sometimes (headlights off) but not others (headlights on). HTH. -Jim
