What would cause the rear end of my 2003 Ford Focus wagon to sag?

I have replaced the springs & everything in the back end but it is still sagging so much that the tires are up in the wheel wells.  It is driving me crazy trying to figure this out.  I did not change the shocks as yet & my friend said that may be the problem.  Any help would be appreciated.

Maybe this will help but when you get a chance, try pushing/jumping on the rear bumper of your car to test the shocks/struts. If the car bounces a couple of times and levels out its not that but if when you push/jump and it's sinks then level with no bounce, that's you problem. Sounds as if the shocks/struts have lost their compression. Good luck.

my 01 taurus sel is all new in back struts, springs, sway bar links, new tires, and alignment and still sags bad wheel is in well like you said.
