my speed odometer is spinning is spining car wont stay charged with new battey and car smells of sulfer

my car gages are going crazy my car has been dying .  my car has went dead and will be jumped but wont stay charges . my car also has a smell of sulfur

Low voltage situations will cause all kinds of freaky malfunctions. Make sure that you have a good battery and that the alternator is charging before you try to diagnose anything else. DO NOT try to charge a dead battery with the Alternator by jump-starting the car and letting it run. You'll just wipe out your Alternator.
