What is this part beneath my windshield between the wiper arms on my 1981 Buick Electra Limited?

I have always wondered as to what this part may do, and have only recently taken it
off. Beneath it is a hole, and a gasket is around it, or at least I think it is a gasket.

Perhaps the hole beneath it, but on top there seems to be no opening for water to go through down to the hole beneath it. Down in that metal piece is just a stop, and I have no clue what it could be used for. As you can see from the bottom view there is a plastic piece at the bottom.
