headlights high and low beam not working, relays not problem

1988 Legend LS 5 speed with 360,000 miles.
I have new high beam and low beam relays.  Bulbs are good, parking lights
work, checked  Fuses all good.  Headlights high and low beam will not come on

Always check electrical ground cables/wires, first when diagnosing circuits. Regards..Started 60 Days ago, CarGurus!
