Problems with shifting into 3rd gear, 1989 ford festiva

The transmission will not shift into third gear. If I have it in D it will not come out of low
gear, but can shift to second and it shifts to second but wont continue to third, of course.
tried to shift on to D and it just stays in second. What would you advise to start with that
is low in cost.
