Might be the parking brake is stuck on.

You likely need to install rear brake overhaul/rebuild kit (some parts have to be bought separately) for both sides, Including wheel cylinders & drums, all small parts, springs, shoes, & make sure all the parts are there and installed correctly. If after removing the drums hub will not rotate then you will need new wheel bearings. Like said above check the e-brake parts on rear and replace if bad missing.

On a hunch, I just rocked the car a few times in nuetral and it released. Still might be some issues. but I'm on the road again. Thanks for the input.
