1997 Neon SOHC Overheating

Baffled... Car was only overheating at stops,
rev the motor car cooled down... Changed
radiator, was needed anyways.., fan wasn't
coming on so took it out and bench tested it,
works fine...replaced thermostat... Still
overheating... Just changed the radiator fan
relay, thanks to info here...  Now the fan only
comes on once car overheats. . as soon as it
hits the H and that lovely Bing bing noise
starts the fan starts and drops the temp
back to normal.....
