What could cause it not to pick up fuel from
tank Guy?

Pump not working, sock filter that is on fuel pump is clogged or crack in one of the rubber gas hoses causing vapor lock.

I hate to tell you this but I have seen brand new parts that come out of the box and does not work and also read the other suggestions that I wrote that could be the problem. Did not say it could just be the pump.
