May be bad ground at pump,or wire hot lead coming from relay.Check hot wire to pump, for fire,if you have it there then check the ground.

Have no volts at pump until I work the relay manually I can start it as long as I'm working the relay and it runs fine

The reason I asked is some slts were equipped w factory security two layer as a matter fact one layer locks out starter the other was the key if the skim reader does not recognize key it cuts the fuel pump via the ecm the center terminal is the one your jumping then you most likely have a key or skim reader issue. You can ground the center terminal I believe and it will by pass the reader. And shouldn't give you anymore bullshit. But on the other hand theres solving it the right way.........

Put new ones in tried grounding the center terminal and now my evap valve is clicking and odometer miles is flashing

Unplug your ecm let sit for 10-15 mins and reconnect. Have you scanned it it see if you have communication w the ecm? And was this a progressive problem?

Not tried scanning it yet and no just quit thought it was the fuel pump but turns out it wasnt
