2013 Dodge Charger horn doesn't work all the time.

the only time i know if my horn is working is when i lock the car  and the horn
goes off.  someone mentioned on here that the security alarm is not connected
to the horn, they are separate.  Then explain to me to my why it works only
when the horn works.

The security system requests the TIPM to blow the horn. If you can't make the horn blow, I'd be looking at wiring in steering wheel to start with.

Your security system is still working, but the horn is not sounding. After you set it, breach the barrier by opening the door, then look at the dash board. You will see the lights flashing.
