High Idle Problem

start car, idle jumps to 4000+ rpm, blurp throttle and idle comes down brieflly.  replaced TPS and IAC, cleaned throttle body, checked PCM connections.  scanner tool doesn't detect computer at all... scanner tool works on other cars.
car runs fine otherwise help?????

Maybe the o2 sensor could be giving a false lean reading make it add fuel until the throttle is applied. As for the scanner make sure it is ODB II compatible. Take it to your local parts store and they should be able to scan it for you for free.
