1999 Dodge Durango AC fluctuation

Hi Everyone,
I have the weirdest problem. I will be driving and my air conditioner stops blowing but the fan is running and it stays the same speed. After a minute or so the air starts flowing through the vents again. I have put in all new vacuum hose and actuators, new blower fan, and checked all fuses. So weird...anyone have a solution or an idea what this might be? I am going to replace the vacuum check valves nxt and see if that fixes this ghost of a problem.
