water drips underneat my 86 firebird infront my hood

and water dont stay in the raidator it drips out when you crank the car up is it the water pump?

Depends. Have you looked for where the water is coming from? Could be the pump. But it could also be the radiator, one of the hoses between the radiator and the engine, or the themostat housing. See if you can determine where it is coming from and then fix that part of the system.
