Can anyone help me figure out what is wrong with my power steering in my 1999 Dodge Dakota 2wd v6 3.9 manual

I have replace the rack and Pinion a
number of time in the past couple of
months one was the wrong rack one
blew a seal and the other one was old
and leaking. Also have replace the
hoses and the p/s pump and pully.
Everything is new an now it sounds
like the pump is making noise and
when I turn corners left or right
sometimes the steering locks up and
won't let me turn. This could be a very
bad situation if I can not find out what
wrong. Please someone help me.

Ya gotta get it right- who did the work? if you used new parts- NOW it should work- ask the guy who did it why? WHY?!
