do i have a blown head gasket

I have a 2000 dodge stratus it blows water
out the tail pipe looks like stop leak in the
water to and it over heats and sucks water
and the water is Rusty but the motor still has
plenty of power wondering what it could be
and would the water pump throw water
threw the tail pipe if its bad?
