After tune up car stopped

I car refuses to start. It turns over like it wants to start but will not.  The fuel
pump has been check as has various other things.  The person I have
working on the car sent me this picture and says that there is a light blinking
from red to green. Could you tell me what it is? Could this be some kind of
mechanism placed on the car for theft? How can I get if removed?

You have a car that is known to be unreliable and it sounds like you have a clueless mechanic- a perfect storm-
