does the usb car charger draw power when the car is off?

Hi,

I'm going to be setting up my old Galaxy Note 2 as the default car 'Google
Maps phone' (will use my cell for hotspot).  My desire is to permanently plug
the phone in to the car and 'forget it' but I had the following question:

1) do the USB charging ports stop drawing power when the car is off (ideal).
2) if not, does the car lighter port stop drawing power when the car is off (if
yes I'll buy a usb-lighter adapter.

We don't use the car everyday so I want to avoid a potential risk of killing the
battery.

I doubt it. All my Subaru's have shut off Everything when the key is off. Not what I would prefer but that is Subaru ;(

hey - sorry for the delay. Oddly, the USB outlet in the middle compartment doesn't seem to charge even when the car is running (tried with one phone...). Is there anything I need to do to 'turn it on'?
