I am not sure if that is the name of the part. Side skirts maybe? The stock ones. The
driver side is rusting out and has a large hole i would like to replace the panel but I do not
know how or what the name of the part is thank you.

Typically they are called a "rocker panel".

These have to be cut out as they are typically welded and in at the factory and body fill is used to give the seamless look. There are replacement kits available and are pretty easy to get. I have done them in the past and they are a lot of work having to cut them out and making the new ones fit.
