Key Fob

My 2013 Dodge Dart Was stolen with key in it.
Police recovered it and impound it. Went to get it
the door handle was ripped off and a hole was
where the drivers side door handle was supposed
to be. My extra Fob did not work even after
replacing the battery. Can not get in it to see if it
starts. Anti theft light is blinking. What are my
options?
