2001 Dodge Dakota at idle will sometimes run rough

I have a 2001 Dodge Dakota 4.7L V8 and sometimes when idling at a stoplight the RPMs
will drop below 500 and then jump really fast to above 1500, also when driving at speeds
between 45-60 mph my RPMs would drop to 1000 but once you get above 65ish mph the
RPMs would go back to normal.   Could this be a vacuum leak
