My car will only blow out cool air when on defrost. What would cause this to happen?

I recently had to have a part replaced on my 2002 dodge stratus because the fan would
only blow on high.

In my 2004 Dodge Statrus Heat comes out very low after I let it runs for about 30mins. Coolant is in its container. My car do not run hot. Could it be my termperstant or water pump?
