when removing the spark plug wire boot a aluminum sleeve came part way up

My car has been running very rough. i had replaced the plugs in the spring and the car usually runs great.
but lately it's been starting and emitting a good bit of smoke and running rough, especially when cold.
I was checking the plugs to see if they were fouled and when removing the boot on the 3rd cyl from left, a alum sleeve came part way up and stuck. Should I tap it back down??
Also this seem to start after buying a tank of no brand name gas.

I would replace the spark plug wires. That sleeve should be connected to get power to the plug.
