scanner will communicate with engine but not with transmission new spped sensors and wiring trans pack been changed the car has also been parked but running and speedometer goes crazy jumps around a lot with car not mooving

Your issue sounds like the speedometer gear was replaced and whoever replaced it didn't rotate the speedometer gear housing far enough to get the speedometer gear fully meshed with the pinion gear inside. Very likely rotating it a bit more will cure the problem.
