Why does my key code not work

I have the plastic card with the key code on it, bot the car brand new and it has never worked.  Dealer wants $100 to find the code which I already have supposedly.

Contact another dealer or Lincoln Customer Service. You can find the info online.

The door has to be locked in order for the key code for the door pad to work. If you press the 7-8, 9-0 buttons together does the car lock?
