A to take the key out vehicles completely off and the park
reverse neutral drive light stays on causing my battery to
go dead what is the issue

You will need a a complete electrical diagram for the police interceptor plus a good scan tool to read every component and function. Extensive wiring modifications, performed at the factory, are in play here. Your best bet would take the vehicle to a Ford dealership, pay the price for the diagnostics. Preferably a dealership which sells and repairs Ford police vehicles.
