309k miles, 2.0 EcoBoost. Thinking the turbo is not
responding...what is the life expectancy? Nowhere
near as responsive as it should be. Any
suggestions?

If the boost gauge does not show boost you may need a new turbo. How you treat the turbo has a big effect on longevity. Always idle the car for several minutes to cool off the turbo and don't skimp on oil changes.
