IMO, it makes sense to shut down the vehicle while refueling. Aside from burning fuel while sitting idle..you've got a hot exhaust and electrical components while could potentially spark a fire from fuel vapors at the gas station. Just not worth the risk from my perspective. Here's some thoughts from a few other people: http://forums.anandtech.com/showthread.php?t=2143332

Do not know about Dodge trucks by Ford trucks will do an evap test at various times while the truck is running. It will attempt to pull a vacuum on the gas tank to make sure fuel vapors are not escaping into the atmosphere. I would suspect if the trucks attempts to run the test while filling the tank with the engine running you run the risk of pulling raw liquid fuel into the charcoal canister, destroying/damaging it or setting a fault code since the filler pipe is part of the sealed system once the nozzle is removed. If the system cannot pull the vacuum it will send a code and the resulting check engine light on the dash.
