Why does my 2002 dodge caravan not shift down?

Sometimes my transmission does not shift down.  It runs at like 5000 rpms at 30 mph.  
The next time I drive it everything is fine.  Only does this between starts.  Hoping it could
be something simple.  Any ideas anyone.  LS

I changed the transmission fluid and filter which I thought was going to be the fix. First time I drove it worked fine. The second time it did the same thing with the extremely high rpms. Not sure what to try next as I checked the codes and found nothing.
