Would this car be safe on buying?

I'm in the market for a car. recently i found a 2012
kia optima sx for about 4000 under market price.
the seller states "Mechanically this Optima runs
perfectly. The water level was very low in side the
car and only the carpet got wet. The carpet was
removed, cleaned and thoroughly dried. Needless
to say everything is working perfectly." Also the car
comes with a salvage title & seller states that they
can get a reconstructed title.
