2003 dodge stratus car wont turn over replaced battery and altenator also connectors and cables on battery and starter played with starter relays and mixed them up started once but wont turn over now

Possible starter? Could take it out and have it checked. Also you would need a helper for this one, check to be sure you are getting the 12V on the small wire on the solenoid on the starter when you turn the key to start. A test light would work. This would verify that the ignition switch is working. When you release the key from start position, no voltage.

And relays, one or the other, ignition switch, or starter relay.
