my 2003 stratus power steering keeps wining. i changed the pump, pressure hose, I
flushed the system but it still bubbles and makes noise. help please?

If you flushed it properly and still have bubbles, it means you have an air leak somewhere. Hoses? Rack & Pinion? Did you change the belt when you changed the pump? Is it tightened enough?

I changed the rack. no more bubbles. still has that low fluid sound when turning. I let it run for some time.
