03 Dodge Neon SXT changed alternator now won't start, no interior lights arches when connecting to jump start.

Battery tested good, alternator tested good. Put it
in vehicle connected battery terminal went to start
and wouldn't turn over no interior lights, no power
whatsoever. Went to jumpstart it and it arches
when connected to negative terminal. What could
be causing this?
