What's could be making this noise???

I have a 2003 Dodge Neon. When I get to
abou 3500RPM going around 50-60+
there's a metal hitting metal rattling noise
on the right side above or around the tire.
Happens mostly when I decelerate or when
I go into passing gear. What could it be???

I don't thinks that's it either, replaced it last winter and it was making the noise before then
