I replaced the battery and the cam sensor, but the 2003 neon RT is still having trouble starting. Would I need to get the code erased to improve performance.

If it has a CEL, get the codes read. Write down the number and post it here. Fixing the problem should improve performance and make it easier to start.

even without a code, i would venture to guess its fuel pressure related, either the pump is not priming or the regulator is bad. turn the key on/off twice before starting and see if that helps

check if the earth wire is properly fixed. As suggested it can be a fuel pressure related issue as well.
