my 2003 durango bogs down when the steering wheel is turned fully to either to either side. at this point i have to go about half throttle just to finish the turn. So the question is, can cause this?

Your probably against the by-pass in the power steering when turned all the way one way or the other. Just let off the steering just a bit until you don't hear the by pass kick in.
